Dry Utilities Helpful Hint – SCE Rules Defined

The “Rules” of Edison (and other utility providers) are sets of policies and procedures established by the California Public Utilities Commission (CPUC). Our Dry Utilities Division most commonly deals with Rules 15, 16, & 20. 

Rule 15 – a Rule 15 is considered an extension of any electric distribution lines required to permanently serve a new development. In most cases this “mainline” extension will be installed underground and acts as a feedpoint to a tract, or the source for any other residential, commercial, or industrial project. 

Rule 16 – a Rule 16 is either primary or secondary service, typically from either a handhole or an overhead or underground transformer. The Rule 16 will go to either a pullsection or individual meter.  

Rule 20 – a Rule 20 is the conversion of existing overhead facilities to underground. Conditions by governing agencies are often imposed upon developers to underground existing overhead facilities along their project frontage.
