Riverside County’s Notice of Completion
The County of Riverside – Transportation’s closeout process for land development projects can be challenging if not properly conducted. Such “challenges” – if not addressed properly – can create delays, cost overruns, and expose the project to liability risks for the developing community. One such closeout item – the County’s Notice of Completion – should be done timely and communicated thoroughly with all relevant parties to help mitigate costs, liability, and time.
It can be argued that the County’s Notice of Completion (NOC) is the most important document in the project closeout process because it is the key to unlocking the final reduction/release of the improvement bonds for a project tract. It is the last document submitted before the reduction/release of the bonds and it provides all the details that one needs for the closeout process.
Starting with the end and working one’s way back may be the best way to set up for success in this process. While the NOC is just a single document, it encompasses multiple closeout processes, acceptances, and documentation compilation. The way that this labyrinth is journeyed will determine the amount of time and expense that a developer will incur in order to achieve bond reductions/releases. If mapped out properly, the closeout process can be completed efficiently.
The NOC should be treated as a fluid document that can have information added throughout the building process. Key notes that can be added during the building process as certain improvements are accepted are:
- Construction Start Date
- Installing Contractors for the various improvements (ST, SD, W&S, SL, Dry Utilities)
- Riverside County Flood Control Acceptance (if needed)
- Traffic Signal Acceptance (if needed)
- Storm Drain Survey and GIS data
Other elements of the NOC are almost exclusive to following the final occupancies or closings. Those items would be:
- Water and Sewer Agency Acceptance
- Monumentation Acceptance
- ADA Ramp verification
- Contractor Redlines and Engineered Record Drawing submittals
