With the increasing demand in EV charging station, Murow Development Consultants (Murow) has streamlined the process involving SDG&E’s Rule 45 (same as SCE Rule 29) As an attempt to further educate the building community in the San Diego’s “sphere of influence”, Murow’s Dry Utility Coordination team has broken down SDG&E’s Rule 45 (installation of EV chargers) below:
- Rule 45 is SDG&E’s EV Infrastructure Rule, which provides an optional new service pathway for separate metered EV charging sites – outside those of single-family homes.
- Rule 45 aims to facilitate the transition to zero emission transformation. California Assembly Bill 841 calls for “widespread transportation electrification” through “increased access to the use of electricity as a transportation fuel.”
- Rule 45 is an alternative to Rule 16 and does not include a customer allowance. Instead, SDGE will design, install, own and maintain all electrical equipment and associated construction between the distribution system and meter.
- The Customer | Applicant (Customer) will only be required to submit their application, specific plans and provide the EV chargers and switchgear.
- The Customer will need to provide “proof of commitment” to purchase and install the EV charging equipment.
- The Customer must commit to maintaining the EV equipment for a minimum of 5 years.
- Additional Customer requirements:
- Be located outside of a single-family home.
- Install all behind-the-meter equipment necessary to provide EV charging service.
- The EV charging equipment must be separately metered.
- Not be participating in an approved SDG&E EV infrastructure program. (The SDGE Rule 45 is the same as SCE’s Rule 29)
- Pay the cost of other requirements such as environmental studies, voluntary undergrounding, etc.
- SDGE is committed to site energization within 125 days from the date your application/request is approved.
